You do realise that Moyes isn't the one that decides how much to offer. he just says who e wants and then it's up to ewar woowar.

Plus the first offer is always going to be low, they're testing the water.

No but as he is the manager he would be deemed an officer of the company with sufficient powers to influence things.
For example if he asked either player to put in a transfer request, that could be seen as unlawful interference. {Ed025's Note - but its guessing mate..

Interference in a contract is unlawful, that is why we have transfer fees as compensation.
Using the club's lawyers would be a statement that we are prepared to defend what is our's. BK likes a bit of theatre that would be some.
