Why wouldn't the PL sanction a 777 take over they haven't done anything illegal. The are no worse than some of the people that invest in football and had takeovers sanctioned.

If we look at what they have done at standard liege in Belgium I would be careful what you wish for! Yes we won’t have money problems as they like teams to be self sufficient, but we will be the next Crystal Palace with no ambition, where we are in the league just to not get relegated so the owners can keep taking all incoming money for themselves.
